Help me with the Azorius Flavor Deck for Commander

Hey all, can I get some suggestions for win-cons in this deck. Swaps I could make. Card ideas. I was thinking Gwafa, or Grand Arbiter for Commander. It's a flavor deck but I need something high power for my playgroup.
